Town appoints members to boards, commissions

PENDLETON — Pendleton Town Council appointed or reappointed more than 20 people to town boards, commissions and other groups during a special meeting on Monday.
The council also approved moving the remainder of almost $1 million in federal stimulus funds into an account to make it easier to access for approved payments.
The council:
• Reappointed James King to a four-year term on the five-member Board of Zoning Appeals. The BZA hears and decides requests for variances from the standards identified in the Unified Development Ordinance; hears and makes final decisions on conditional use requests; and makes the final decision concerning appeals regarding administrative decisions. Meetings take place at 7 p.m. on the third Tuesday each month at Town Hall.
• Appointed Sloane Smith-Moultrie to a four-year term on the five-member Utility Rate Advisory Board. The board investigates, gathers information, deliberates and advises the town council on any future proposed general utility rate increases. Meetings take place at 6:30 p.m. on the second Wednesday each month at Town Hall.
• Reappointed Craig Campbell, Dan Maddox, Lynn Mellinger, Dave Cravens and Steve Denny to one-year terms on the the five-voting-member Redevelopment Commission. The commission oversees the town’s Tax Increment Financing districts and Falls Pointe Business Park. Meetings take place at 6 p.m. on the first Thursday each month at Town Hall.
• Reappointed Mike Romack and Donnie Meyer and appointed Jerry Burmeister to one-year terms on the three-member Waterworks Board. The board is able to build, finance, set rates and take other actions involving the town’s water utility. Meetings take place at 4:30 p.m. on the second Wednesday each month at Town Hall.
• Reappointed Mike Romack to a three-year term on the three-member Redevelopment Authority. The authority was created by the town to finance local public improvements for lease to Pendleton Redevelopment Commission. Meetings take place on an as-needed basis.
• Reappointed Carol Hanna to a four-year term on the five-member Urban Forestry Committee. The committee is responsible for administering a written plan for the care of trees and shrubs along streets and in other public areas. Meetings take place at 6 p.m. on the third Thursday each month at Town Hall.
• Reappointed Ana Blake and appointed Coco Bill to four-year terms on the seven-member Park and Recreation Board. The board supervises and makes the rules of the parks department. It prepares and submits an annual budget to the town council, makes recommendations and an annual report to the town council concerning the operation of the board and status of park and recreation programs. Meetings take place at 6 p.m. on the fourth Wednesday of each month at the Falls Park office, 460 Falls Park Drive.
• Reappointed Julie Schnepp and Joe Miller and appointed Tom Lavin to one-year terms on the three-member Impact Fee Review Board. The board conducts hearings and adjudicates disputes related to town impact fees. Meetings take place as needed at town hall.
• Previously reappointed Brad Ballentine and appointed Drew Holloway to four-year terms on the seven-member Plan Commission. The group reviews subdivisions of land, site development plans, and planned unit developments, in addition to initiating amendments to the zoning code and map. Meetings take place at 7 p.m. on the first Wednesday each month at Town Hall.
• Appointed Danny Gardner as one of two town appointments to the nine-member Fall Creek Regional Waste District Board. Board members are also appointed by the Town of Ingalls (one); Green Township (two), Fall Creek Township (two), Adams Township (one); and Indiana Department of Correction (one).
Stimulus funds
The town council also approved moving American Rescue Plan Act (COVID-19 stimulus) funds from an unappropriated ARPA account to an ARPA-specific account.
The move “allows for draws to be made” on all the remaining funds, council President Marissa Skaggs said, instead of continuing to periodically move smaller amounts into the ARPA-specific account.
